Problem
Consumers have
been watching videos from over the air broadcasts, satellite
providers and cable TV providers. In the past, Internet was not
considered a reliable video distribution platform due to many
issues such as lack of high speed transport, IP traffic congestions
and packet drops. In addition, traditional IPTV streaming solutions
only support legacy video codecs and they don't work over "best
effort" IP networks such as the Internet. Instead, traditional
streaming solutions require IP networks that require Quality-of-Service
(QoS). As a result, IPTV operators have to spend millions of
dollars to upgrade their broadband networks just to offer IP
video.
